The second-most populous state in India, Maharashtra, wants quantum-ready talent now, not tomorrow.
On August 13, Chief Minister Devendra Fadnavis signed a Letter of Intent with IBM to launch workshops and training programs that put people before hardware. Announced at the opening of IBM's new Mumbai Client Experience Center, the deal signals a workforce-first strategy for quantum computing in the state.
"Through our collaboration with IBM, we will harness quantum innovation to transform lives, while building a skilled talent pool," Fadnavis said at the inauguration. The partnership backs his Viksit Maharashtra vision—accelerating development through AI, quantum computing, and semiconductors.
Skills before systems
The LOI focuses on knowledge transfer and expertise sharing: the state will tap IBM's technical insights to shape programs, while IBM commits to ecosystem building through training. It's a deliberate flip of the usual script—most governments chase hardware first; Maharashtra is investing in human capability first.
"Our interest in helping the state build this ecosystem exemplifies our commitment," said Hans Dekkers, IBM's Asia Pacific General Manager.
The new Mumbai facility will serve as the operational hub, where IBM experts, clients, and partners co-develop solutions to India's business challenges. The center also showcases watsonx AI, data automation, cybersecurity, and hybrid cloud technologies.
National quantum alignment
Sandip Patel, IBM India Managing Director, framed the effort within India's broader ambitions: "We welcome the opportunity advancing these computing skills in the state, aligned with the National Quantum Mission."
By strengthening IBM's role in India's digital transformation—across financial services, telecom, and healthcare—the collaboration adds a quantum dimension to an already active innovation network.
As governments worldwide race toward quantum supremacy, Maharashtra is betting on a different path: build the workforce today, so it can fully leverage the technology as it matures.
